New Customs regulations in Shanghai disrupt LCL shipments

Asian Tigers China, has advised that delays are occurring with LCL shipments from Shanghai caused by new customs regulations.

The Shanghai customs have recently opened a new bonded warehouse and require all HHG LCL cargo to be delivered to the new facility for clearance and inspection.

Additionally HHG LCL shipments are required to be sealed in front of customs officials.  In the past it has been allowed to move the LCL shipments by bonded truck to the port to combine with other non-household goods in the shipment.

This means that traffic that would co-mingle with commercial cargo is not moving because the freight forwarders will not move their container out from the sea port to this container facility.  Asian Tigers explained that moving companies in Shanghai are negotiating with the customs authorities in the hope of finding a solution.  Meanwhile the advice to shippers is to sent shipments FCL if possible and all small consignments by air.
